Modular Installation in the IdP

I've been kicking some ideas around about how we approach adding new functionality that not everyone needs without increasing the
size of the monolithic IdP install.

I have come up with a loose proposal which I'd like to get some discussion of.

I've put it up in the DEV part of the wiki [1].  We can talk about it here or on Friday.

I'll take feedback about anything, but in particular I'd like help in the area of signing.
