SP V3 metadata types

I was looking over the SP V3 metadata docs and noticed two features
that I wish the IdP had: the Folder type and the MDQ type. (I don't
like the names but that's beside the point.) The latter will become a
useful convenience for deployers. Despite the appearance of
LocalDynamicMetadataProvider, the former will become useful if the
notion of "high-value SP" catches on. I'm betting that it will.
