Windows has its own challenges (and is just a terrible platform for Java software), but the goal of a "standard" jetty-base is minimization of any changes to Jetty files so that upgrades are simple and risk free. Copying and having to maintain jetty-ssl-context.xml in order to rename some properties is not a good trade off.
