Well, as a sanity check try running 'jar tf idp.war', and confirm you
jar file is actually there.  From your error, sounds like either that
isn't the case, or else you have a typo etc in your Spring wrt the
actual class name.  The error said it's looking for class
'custom.AccountLockout.ServiceLockoutManager', so confirm that as well.
