Download "something" via jetty-base ?

Mostly Scott,

I remember we talked about having jetty-base download something, but
what was it ? The IdP tar.gz or .zip ?

The thing to download is specified as a URI in the [files] section of
a Jetty module, so for example I was able to download the latest
testbed snapshot as part of a testbed module.

But it's not clear to me what the benefit of downloading the IdP would
be, the deployer still has to unzip it and run the installer. If the
benefit is to download one thing, the module for the IdP, rather than
two (the IdP and jetty-base), okay.
