Do you mean an SP? Or do you mean a webserver plugin for the Shibboleth SP,
but targeted at some specific Web server written in C?
For the former you should allow 2-3 engineer years and 4-5 Calendar years to
get a full featured and reasonably secure & complete implementation. If you
are not a domain expert add at least another 6 -12 months to those figures.
You probably won't get much help in this list (which is about development of
the Shibboleth products) - our position will be that you should seek to
deploy the Shibboleth SP (or perhaps one of the other products which are out
there)
For the latter if you are a domain expert allow 9 calendar moths (which is
about how long it took me to get the Alpha test for the
IIS7 plugin done - after 10 years as a Shibboleth Developer)
Why don't you tell us what problem you are trying to solve rather than ask
questions about what you currently believe the solution is? We might be
able to help you.

That's an SP plugin for a reasonably deficient web server API. There are
better examples.
