Haven't discussed it yet but my guess is we'll end up pulling in the view resolver while also evaluating FreeMarker or other options, and include that in the 4.0 conversation.

I think the second Jira issue is illustrative of Spring wanting to farm out the supporting code for views. Meaning they want to be so important to the world that it becomes the Velocity project's job to support Spring rather than the other way around.
