Below is a link to an excellent presentation by Mads Freek from WAYF.dk<http://WAYF.dk>, the Danish federation, on their practical experiences with consent.  I believe that the data strongly reinforce points made by Scott and other members of the development team, and I think that this hard data should inform project prioritization.

I didn’t get to attend this(or any other presentation internationally for years) as other people in Internet2 have claimed those duties, so I apologize for not being fully informed until now.

The 70% is not of all users, but only of those 14% that have not already “saved” their consent!
