Contribution guidelines

I am sure this is documented somewhere, but I have yet to find it on the
shib wiki. What are the contribution guidelines to the IdP project?
Process to create and submit patches? Agreements signed, etc?

 

I am assuming some sort of patch, created via eclipse, is attached to a
JIRA for the issue in question?
