Versioning Policy (again)

I believe I understand the basic versioning policy with respect to API
changes and major/minor/point releases. What about new API components? I
would like to add something to -api and use it in components that live
exclusively within -impl. There would be no changes to existing components
in -api. Would this be considered an API change requiring at least a minor
point release?
