Please follow up to users for these sorts of questions, dev is just for 
people doing custom development with the code.

Your relying-party.xml file is apparently broken. Maybe you went in and 
did something bad to it, or possibly you overwrote it with a legacy config 
file after installing clean, in which case it's not being told to operate 
in legacy mode for that particular subsystem. That isn't a sequence of 
steps that would be very well expressed in the wiki right now.
