Versions post 3.1.0 release ?

I think for consistency we should avoid non-SNAPSHOT versions in the 
non-tags. Plus which I'm not sure what Jenkins would do on a build if it's 
told to deploy "8". 

But the IdP really should reference 8, not the trunk. Until we choose to 
unlock it or go to 3.2.0-SNAPSHOT.

When I should it should "stay 8", I meant the version in the dependent 
POMs, not the parent POM itself.
