Nginx support

I haven't reviewed the current state of things, I don't know what's involved at this point, and their documentation was horrible when I looked at it a few years ago.

It is not high on my list of important things to provide, certainly behind getting an updated IIS 7 module done, but if consortium members feel differently, they're the ones that would change that opinion. Regardless I should add it to the small projects list.

I don't remember if it was nginx or something else, but there was something that had limited FastCGI support and was patched to add in the missing support to get the SP to work with it. If that's feasible, that's much more attractive than me adding more code I don't have time to maintain.
