Reconsider moving jetty-base out of idp-distribution ?

I'm not against this but...

The last time we had this confusion we decided to make the base file less
visible.  We haven't been able to get that change released yet and so I'd
argue that the fact that people are still have problems is not surprising.

So the question then becomes whether the fix we made last time was the right
one.

It seems to me that if we want a more radical fix then I what you propose is
not sufficient - it's just another microchange.  I think we would need to
review (and at least do some design) about the whole "mess of potage" that
is idp-war, idp-distribution, idp-installer, idp-testbed, and
idp-integration-test.

I don't know what the answer is offhand, but I know that we can do something
which is a lot better than what we have and at the same time fix the
confusion about jetty-base.  But I'm afraid that it seems to me that it
involves more than just moving some files around.

So my question back is whether we want to bite this off right now?  And if
not, when (after 3.2 would be my suggestion).
