The FastCGI modules should be included in the Shibboleth RPMs that are built on platforms that include the fcgi library. If they're missing, it's probably a packaging oversight (or fcgi isn't in fact a standard package).

But it seems like sombody needs to convince upstream to accept those patches or this won't really be a practical path for most people to follow.
