cpp-opensaml and cpp-xmltooling have graduated to Git

The repository conversions of cpp-opensaml and cpp-xmltooling to Git have completed, see:

These conversions have been a little more structurally intrusive than some of those we have seen before. In particular, branching and tagging conventions have been adjusted to the project's late-branching convention so that:

* active development is performed on the "master" branch, where in their Subversion incarnation these repositories previously used REL_2 and REL_1 respectively.

* active maintenance branches have been renamed to our future convention of maint-x.y. So, in cpp-opensaml, REL_2_4 has become maint-2.4; in cpp-xmltooling, REL_1_4 has become maint-1.4.
