I can live with just about anything as long as it's documented. I can
imagine there are cases where a logical category is needed; for example,
cases where related components don't have a (convenient) common package
name.

FWIW, I use this logger _frequently_ to diagnose interop problems, and I'll
probably use SAML_PRE_ENCRYPTION frequently as well once we get IdPv3
running in production. Change the category names and levels as you see fit,
just document what to do to turn it on.
