No to both, and no, those are both features, not bugs. I'm aware of them, but they ought to be filed for tracking.

As we've discussed, I still don't find the use of that field compelling. RegistrationPolicy is supposed to mean something, but relying on registrationAuthority limits any given authority to exactly one procedure, and I don't think that's workable long term.
