Jetty

As I mentioned on Friday, I've been struggling to get my mind around the
slightly amorphous problem that is Jetty versions, embedded jetty,
idp-testbed & idp-integration.

Also case idp-775 and idp-697

Without having made much progress I have tried to pull together what I think
are the requirements (taken from idp-775) and a strawman.

I think everyone should have access.  I am in no way wedded to this approach
and I am willing to rewrite the requirements, but I think that we need to
have some dialogue about this since it is becoming pressing that we be able
to easily test Jetty 9.3, preferably in an automated fashion.

Feel free to comment/tear to pieces/question here, or in the wiki.

I'd sooner avoid having a meeting for its own sake, but if we do need to
talk face to face let's do so on Friday in the usual slot.
