Added some agenda items for 2015-04-17 dev call

For next Fridays' dev call, I've added two agenda items : replacing
java.util.Timer and at way lesser importance replacing c3p0.

The corresponding JIRA issues are in the IdP project, but that may
change. I've left the issues as blank as possible for now.

The primary questions I've got are basic : what (is the replacement),
why, who, and when ?

The replacement for c3p0 seems easy, we've already said DBCP. For
java.util.Timer, not so sure, there's-more-than-one-way-to-do-it, and
there is applicability to both the v2 and v3 stacks.
