Yeah, that's why I wrote "something like an AttributeRule to a PolicyRule".  It just sort of made conceptual sense to me to have consent and filtering configuration similar, at least.  Perhaps they already are to great extent; I haven't invested the time in looking at the new development work yet and apologize for that and my lack of depth here.
