v3 consent to attribute release : "always require consent" ?

There is a (not so obvious) feature in uApprove that corresponds to the
"always require consent" feature. To enable it, uApprove has to use the
NOP Storage to "store" the ToU or consent information. But NOP storage
of course won't store anything which is why the user will be asked for
his consent again the next time.

I doubt that many organisations enable this feature but AFAI it had been
requested by several organisations in the past.
