All Shibboleth deployments require metadata for all peers unless you want
to disable all verification of peer identity. That isn't what we were
talking about. Giving somebody your metadata is not the same as loading it
yourself.

There is no difference in what testshib requires. You give it metadata,
the same information no matter what version of IdP software it is. And
vice versa.

They both use the ports you choose to deploy them on. There is no
"default" port in 2.0 or 3.0 unless a container is included. We are not
including a container with this release except for the Windows installer
variant that bundles Jetty. The Jetty examples in the alpha and in svn are
neither final, nor relevant to what somebody may or may not choose to
deploy with. I don't expect they will even be in the beta or final
release, they're just there right now for easier testing.
