Alpha 3.0 IDP metadata

Thanks, though testshib.org does seem to expect IDP metadata to be
uploaded when a user wants to test their IDP against sp.testshib.org . Or
will that only work for Shib 2 IDPs?

One possibly important difference is that Shib2 and Shib3 IDPs seem to use
different ports.  For example, Shib2 uses port 443 and Shib 3 does not (at
least not by default).  So that could make some of the URLs different.
