I think having the (optional) configuration option for global consent
would make it easier for IdP admins of uApprove 2.x to migrate to v3.

We also noted that this option is quite popular among our users. At
least in our Virtual Home Organization with 37'915 (22'355 active users)
unique users in the uApprove tables, 49% chose to give global consent.
But that might of course vary also from country to country. In some
countries/organisations it probably wouldn't be legal at all to offer
the global consent option.
