v3 consent to attribute release : global consent ?

Do we want to implement global consent in v3 ?

I'll define global consent as consent to any attribute to any relying
party. In v2, global consent is optional, and is implemented in
storage using a wildcard "*".

If so, global consent seems more like terms-of-use consent than
attribute consent, since all we'll store is some sort of identifier
that global consent has been given.

There was some push-back on a dev call about this kind of feature,
just wondering where we were at.
