That's a good point, and while I would love to take a strict view and say 
"it's unspecified", I think you're right that this will become nasty.

I don't love the idea of sorting on ID. I rather prefer the idea of 
actually adding a sort key to the schema and sorting any "top level" 
providers that way. Do you think that's feasible?

I agree, if it's still enforcing the dependency tree in code.
