Jenkins hung last night (prob my fault) so the idp-distribution
snapshot was not deployed as I had hoped. The jstl.ini is for Jetty
9.2.0RC0, which I was targeting, until I realized that requires a bump
to Servlet 3.1 which we are not quite ready for. Until Jenkins
stabilizes, you'll need to use the source to build the distribution.
Jetty 9.1.6 is not snapshotted yet, and I did not want to provide a
build ourselves, so I changed horses mid-stream, and some issues
resulted.

Also, I saw the note about 'jetty.base', which I thought was always
'jetty-base', so not sure what happened there.
