How do I compile/build a module into Apache on Windows

I'm working on a project of adding shibboleth to oracle http server (OHS)
Oracle's version of Apache. However I'm not quite sure where to start.
According to Shibboleths official website, this is what they say about
adding shibboleth to OHS:
Versions [of Apache] with significantly altered header files, such as IBM's
or Oracle's will definitely not work unless you build the Shibboleth module
from source. http://goo.gl/LFr1Gw <http://goo.gl/LFr1Gw> .
My plan is to first build shibboleth into vanilla apache but I'd like to
take the same approach to that as I will need to when I'm building it into
OHS.
*My main question is what approach should I take to do this. Is it possible
to compile a module into an already installed apache and if so how do I link
the 2. I know once installed there is a folder includes which holds all the
header files for Apache*
Any information you could give me or guides you can point me to would be
great.
