Yes, definitely, but I'd be surprised if there were no other uses.

If we genuinely feel that the MDA is the only user of that class, though, then it would make sense to move it down to MDA and potentially simplify it down... as I recall the only thing I've ever found need to tweak has been the "ignore SSL" option. If we were going to do this, I'd like to do it sooner rather than later so that we only have one API change (MDA 0.8 didn't use Spring-type Resources at all).
