Need to refesh user_catalog.xml

Sorry folks,

As per yesterday's meetings the IdP configuration schemas have now all moved
to their definitive (for now!) location in idp-schema

So the user_catalog.xml file is out of date again and needs to be refreshed.
I hope that this is the last change for now.
