Need to refesh user_catalog.xml

Thanks to Tom for alerting me to this and my apologies for not remembering
about this impact.

I have been moving the schema files for the relyingparty (and related)
custom formats over from idp-core and to idp-spring-spring.  Heretofore I
had been doing this piecemeal as I started I add the parsers.  However I
complete forgot the need to refresh the eclipse catalog.

So I have (for now) moved the last ones over and updated the catalog.  You
probably want to refresh your local copy (which goes into
<Project>.metadata/.plugins/org.eclipse.wst.xml.core)
