We were talking about the concept of a requester ID, and whether that's
"mandatory" or not, and how that related to the Anonymous case. As Brent
noted, Anonymous today doesn't mean "no ID", it means we don't have
metadata for the ID.
My question was whether that assumption would always hold or not, but it
probably holds for SAML.
