DefaultRelyingParty and AnonymousRelyingParty

AFAICS the parsing of the different flavours of RelyingParty (RelyingParty,
DefaultRelyingParty, Anonymous RelyingParty) all configure up a
RelyingPartConfiguration but with a different activationCondition.  So far
so good.

However I believe that I remember a discussion - possibly in a meeting since
I can find no reference to it in the shib-dev archives - between Scott and
Brent (I think) about the precise difference between these two situations
and what we want to do (if anything) about continuing with this distinction.

However, although I remember that there was a conversation I cannot remember
the details or outcome.  Can someone (Scott?) help me out and refresh things
for me (or point me to the data which I have missed?)
