In-memory LDAP part of install?

I think it's ok, but it means we shouldn't ship a resolver config that
uses it by default, since that fails to init.

I was working on mocking up a static resolver for the uid and email
attributes and just commenting out the LDAP ones. I guess the testbed
should have its own resolver config?

Authentication I'm less concerned about because there's no obvious answer
there, unless we built a flow that just did a dummy login or cooked
something up with JAAS for that. But it doesn't throw lots of errors
during startup, it just fails during login, which isn't anything very new
for us to ship.
