Shibboleth.net discovery interface

Probably a dumb idea, but why not OFFER OpenID Connect Discovery also:
  http://openid.net/specs/openid-connect-discovery-1_0.html

For example: http://seed.gluu.org/.well-known/openid-configuration

Perhaps replace "openid-configuration" with "saml-configuration"

OpenID Connect is scheduled to go final 2/25/14 at the OIDF, so this 
spec should be stable.
