I figured. And for the code to even compile, it would have to, so I don't
see that optional really means anything at all other than informational.

It's very hostile to the idea, yes.

I am torn about whether I think people downloading the source and building
qualifies as a problem for the license but I think it's dubious to take
that view if you use Maven, or there's really not much that can be done
but to isolate this into an extension.
