tou and consent

I have been guilty of leaving the two idp-tou modules and the two
idp-consent modules turned off in my eclipse and I am guessing that everyone
else has too since these modules all missed the move from Attribute to
IdPAttribute.

A polite nag from Ian just reminded me of this and so  I've just done a
spring clean over them to render them clean for compilation.  FWIW this
consisted of

- Adding stubs for the infinispan apis which we will not be using (into
tou-api which was as good as anywhere else)
- Adding 'IdP' where appropriate in front of Attribute and AttributeValue.
- Stubbing in some use of MetadataResolver to replace MetadataProvider

I realize that this code is a significant way off being useable, but that we
do want to keep it around for the meantime; but might I suggest that we all
keep these four modules turned on in our eclipse set up so that if we do
another bulk change (as I did for the Attribute thing) they will get caught
in the net.

Ian: I see that there are a couple of modules in the aggregator which have
to be turned off.  Are they in the same boat?
