Shib IDP v3 with Tomcat

Thanks.  I actually started on the user list and got told to post it to
the dev list since 3.0 was alpha.  So either way would be fine.

Thank you for catching the Illinois/UIUC typo.  It looks like I was able
to get further, which helps a lot.
