That page is looking very long in the tooth now. I'm guessing that it is
going to be redrafted in light of current discussions and discoveries.
I don't see any compelling reason right now to introduce another dependency
for what seems like little specified gain. I'd like us to understand the
big picture around install and upgrade (V2->V3 as well as V3.x to V3.x+1 and
V3 to V4) before we made any hard and fast call, but using java doesn't seem
completely off the wall (if the scope is reasonably constrained). There
again we currently use ant (and now that it understand dates correctly it
hardly ever corrupts an install) so keeping with what we know is not
completely daft.
