Yeah, I think it was just historical, the way it seemed natural to Chad
at the time. Creating a new repo does have little bit of admin overhead
(installing the hooks and conf files, setting up authZ perms), so for
the "smaller" things I think he just bundled into 2 larger categories of
extensions and utilities to reduce the PITA factor.
