Shib on Tomcat 7 (and 8)

My summary of the dev call discussion today is that we are interested
in accepting your contribution to the shib repository, pending some
changes.

In general, we would need you to conform to the v3 Java coding
conventions, the tomcat7-dta-ssl project should use
net.shibboleth.utilities.tomcat7 as the package, and replace Gradle
with Maven.

If the relevant JIRA issue is created we can work out details there or
on a call if needed.
