People can set up individual accounts as they wish, but there won't be an
official one unless github's TOS no longer require defending them in an
IPR lawsuit. Same for any other "free" service.

Personally, I've done git svn clones for the SP routinely and I didn't see
much need to do anything shared for that. You can do that any time, just
run git svn clone -s.
