My intention (which we admittedly didn't really follow here but should
have) was that we would do the Apache model of somebody doing the release
posting a request for votes to release, and then we wait a day or two.
It's good practice to use email both to get a record of it, and to give
non-core people a chance to speak up (e.g., "I have a fix for something,
could we get it in?").

The current plan was to require three +1 and no -1. We could make it more
formal, but the Apache way works well in practice when people are engaged.
Not so well otherwise.
