I had been thinking similarly, but more like

internal/conf/
internal/flows/
conf/
flows/

Although "system" is fine, maybe "private", maybe "impl", even "do-not-edit" :-)

That said, slashes (system/conf) or dashes (system-conf) are fine with
me either way, but I think I prefer slashes because internal/conf and
internal/flows are "hidden" under "internal".
