OX Login Handler

Shib Devs:

Gluu has written a Login Handler for the OX open source platform 
(http://ox.gluu.org). We did this to enable a person to get both an OpenID 
Connect and a SAML session. Also, we wanted to use the OX custom 
authentication scripts, which gives us some extra flexibility.

How do we go about contributing this to Shibboleth? All the code is MIT 
license, but we can re-checkin and re-license Apache2 if necessary.
