create-project-common.sh and parent/.classpath for new modules

Just a quick note that create-project-common.sh does not call svn
commit after setting svn.externals and svn.ignore, which I think is
incorrect, and parent-v3/.classpath needs to be updated for java 7 and
eclipse juno, as most projects already are. This was exposed when I
was adding a new module.

I will fix if no one else does, just not right now.
