v2 to v3 porting done

I have all the changes ported up from the v2 branches for xmltooling,
openws, and opensaml. I need Brent to review a handful of HTTP client
related stuff from openws which I think are all irrelevant for the v3 code
at this stage, because all we have for now is what's in java-support and I
think that's probably going to change.

I'll open a separate issue on it so I can close the porting issue.
