They're the same objects internally, it just means having a map to store them in and then look them up so they can be referenced by the surrounding object.

I'm pretty sure I tried to use them once and must have been so frazzled I forgot to file a bug. It would have been during my IdP upgrade and I had a lot more pressing issues. For my policy, I would like to factor out FERPA rule handling instead of repeating it.
