Parsing RuleReference seems gnarly to me, for not enough gain, but my
mind is still melted.

To be clear, are you talking about RuleReference or references in general ?

I briefly looked at the lists and JIRA for requests for RuleReference
to be implemented, and hadn't seen any besides that one issue from
this past summer.
